As part of the new Local Plan for South Gloucestershire, land to the south of Gloucester Road adjacent to Florence Park is being proposed for residential development.

Gallagher Developments is undertaking a pre-application consultation on proposals for the delivery of up to 300 new homes, which include a generous provision of public open space, the retention of existing Public Rights of Way, equipped and informal play areas for children and young people, and the potential for convenience retail/café and employment spaces.

The Site

The site comprises 15.9ha of agricultural land located to the south of Gloucester Road, Almondsbury; approximately 10.5km north-west of Bristol city centre and adjacent to the M4 and M5 interchange.

Planning Context

The site is an emerging allocation within the new South Gloucestershire Local Plan, where Policy LPS2 - Locational Strategy for South Gloucestershire, makes provision for an extension to Almondsbury village for new homes and supporting infrastructure.

Our Proposals Include

  1. The delivery of 300 new homes, which will be a mix of types and sizes in line with the Council’s housing requirements.
  2. Age friendly homes such as bungalows/retirement homes/homes with care.
  3. Affordable housing of various sizes and tenures, including shared ownership and rented.
  4. Space for employment and convenience retail to serve the day-to-day needs of local residents.
  5. The provision of a mobility hub to support sustainable travel options such as electric bike and scooter hire, a car club, and EV charging points.
  6. A new access for vehicles, pedestrians and cyclists from Gloucester Road, which will connect into the improvement works being carried out by the Council along the A38 corridor.
  1. Pedestrian and cycle improvements to Florence Park, including a new access for pedestrians, cyclists and emergency vehicles into the site.
  2. Retention of the existing Public Right of Way on site and new formal and informal footpath links through the internal streets and areas of green space
  3. Significant areas of public open space, including areas for community growing space such as orchards and allotments.
  4. Equipped and informal play areas for children and young people.
  5. Enhancements to wildlife habitats to provide a net gain in biodiversity.
  6. Financial contributions to support local infrastructure such as schools and healthcare provision.

Access and Movement

The A38, Gloucester Road will serve as the sole access point to the site for vehicles and will include provisions for pedestrians and cyclists. A further pedestrian and cycle access will be provided via Florence Park, which will also allow access for emergency vehicles. The new development will benefit from the improvements planned along the A38 corridor, which are expected to be delivered by the Council by 2028. These improvements will provide new footways, cycleways and bus facilities to encourage sustainable travel.

Sustainable travel will be promoted further through a range of measures on site, which include accessible bike storage within the front of properties, a mobility hub, and EV charging points. A travel information pack will also be provided for new residents.

Formal and informal pedestrian and cycle routes will be provided through the site, along the new roads and through the new areas of public open space.

New Homes

The proposals will deliver a high-quality, sustainable development with a range of house-types and sizes, including age friendly homes (such as bungalows, retirement homes, homes with care), and affordable housing of various sizes and tenures.

The new development will also include space for employment and convenience retail to serve the day-to-day needs of local residents.

Green Infrastructure

Significant areas of green space will be provided, which will incorporate recreational walking routes and the existing public right of way.
Existing trees and hedgerows will be retained and integrated into the scheme alongside new planting and wildlife habitat creation, helping contribute to biodiversity net gain.

Allotments and a community orchard are proposed in the south-west of the site providing opportunities for community food growing and social interaction. Equipped and informal play areas for children and young people will be integrated within the green spaces.

Local Infrastructure

Financial contributions to the Local Authority will be made to support local infrastructure needs and are likely to include nursery, primary, secondary and special education needs, healthcare, library, sports, transport and waste services in the locality.

Drainage

The site is situated in an area at low risk of flooding (Flood Zone 1). Within the proposals, new surface water balancing ponds are included. These areas will manage surface water runoff and create attractive new green infrastructure features, providing further opportunities for wildlife habitat creation. A Drainage Strategy and Flood Risk Assessment will be submitted with the application.

Next Steps

An outline planning application is expected to be submitted to South Gloucestershire Council during 2026 after comments from this consultation have been considered. Prior to the application submission, Gallagher Developments will provide a response to the feedback from the local community and prepare a webinar which can be viewed on the project website from July 2026.

Following the submission of the planning application, the Council will undertake a period of statutory consultation on the application. At this stage you will have the opportunity to submit your comments on the application to the Council before a decision is made. It is expected that the application will be determined later in 2026.
